Here we have a response from David Hancock who is Director of Enforcement for DVLA.
I should remind you at this point that I had paid the DVLA £80 in August 2008 to furnish me with correct documentation to enable the correct and lawful transfer of my new cherished number plate onto my vehicle.
The DVLA screwed up the initial transfer then failed to provide me with a new log book. In September 2008 the DVLA screwed up again by supplying me with a V11 certificate with the old registration number on it!! My tax expired at the end of September 2008 so I took all my documentation (as supplied by the DVLA) to the post office together with the £185 for a full year's road tax.
The post office refused the documentation because it was incorrect and consequently I had to contact the DVLA to sort their problem out and send me the correct documentation through - which they incredibly managed to do the very next morning.
That very morning I taxed my car and I thought that would be the end of it.....
Instead DVLA took me to court for "road tax evasion". The judge at Blackpool Magustrates Court even suggested it was not possible for me to tax my vehicle with the documentation I had at my disposal yet amazingly I was told to pay £230.00 with £90 costs to the DVLA.
Back to today's letter on behalf of Lord Adonis:
Dear Mr ********
Thank you for your e-mail of 5 October 2009 to Lord Adonis, Secretary of State for Transport. You were advised that this would be forwarded to the Driver and Vehicle Licensing Agency (DVLA) for response. I am replying, as Director of Enforcement, to address the remaining issues you have raised and to bring your case to a conclusion.
I have reviewed the exchange of correspondence between you and the Agency and am upholding DVLA’s earlier decision and advice. Despite your assertion to the contrary, it was entirely appropriate for DVLA to pursue enforcement action for the unlicensed use of vehicle registration number ******. When the case was heard at Blackpool Magistrates Court, the Magistrate agreed that the prosecution had been properly brought, and it was within the Court’s remit to determine the fine at £230.00 and costs at £90.00.
Mr Alexander has fully explained the legislation under which you were penalised, the processes involved in the number transfer scheme and in issuing V11 tax reminder forms. As a gesture of goodwill, he agreed to refund the fee of your number transfer. No further payments are due to you from DVLA.
I believe that we have done all we can to help you and that it is now time to bring all correspondence to a close. Your comments have been noted and your letter placed on file.

OUR OPINION: IT IS CLEAR WITH THE CATALOGUE OF FAILINGS WITHIN THE DVLA AND DEPARTMENT OF TRANSPORT THAT NEW LEADERSHIP IS OVERDUE. WE CALL ON THE LIKES OF LORD ADONIS AND DAVID HANCOCK TO BE SACKED IMMEDIATELY.

The DVLA appears to be a badly run organisation.
Ian Broom is Customer Services Manager and Noel Shanahan is Chief Executive.
Unfortunately, if you do encounter a problem, neither Mr Shanahan nor Mr Broom will be available to address your concerns.
Surely it is now time these pair of clowns were put to task over the running of this incompetent organisation.
The staff at their call centre in Swansea haven't a clue what they are doing or saying. I have been given bad information, causing me to be out of pocket by some £100. I have been passed around from one clueless department to another without anyone being able to address my concerns and I am sick to the back teeth of it.
So I now feel it necessary to name and shame the people responsible for this mess - Noel Shanahan and Ian Broom.
I do not feel either of them have - or will ever have - the necessary skills required to be capable of managing in such a high profile organisation. I feel it is now time these two were replaced and the department overhalled - with proper staff training administered.

MR STEVE ALEXANDER DVLA FOB OFF LETTER
Following on from DVLA gross incompetence and actually making a claim for compensation I get a letter back from the beleagured Head of Customer Services at DVLA, as follows:
Thank you for your email of 27 August 2009 responding to my letter.
Despite the detailed exchanges in this matter, you remain dissatisfied with the actions taken and the explanations provided to you. Having re-examined the details of your case I find no reason to change the original decision that the enforcement action taken by the DVLA in respect vehicle registration number ******* was both correct and proportionate. The matter now rests with the Courts.
My letter of 27 August also advised that the Agency had not received any further evidence from you regarding your claim for compensation. Should you wish to pursue this then I suggest you resubmit copies of the relevant details to Mr Evans, CSM Support Manager, Contact Centre, Sandringham Park, Swansea Vale, Llansamlet, Swansea, SA7 0EE. However DVLA will accede to your request to refund the fees paid in respect of the cherished transfer.
I believe there is nothing more that I can do to help you in this matter, and that it is time to draw it a close. We will consider with care any further correspondence you may send to us about your complaint, but if we conclude that it does not raise any new issues of substance we will only acknowledge it.

What had actually happened was that DVLA had taken my money when I purchased a cherished number plate and paid for vehicle transfer. They then failed to provide a new V5 certificate for the vehicle (which I had paid for). They then provided a V11 certificate for my original registration number not my new registration number!!
They then fail to honour a previous claim for compensation.
We now call on Mr Steve Alexander to be sacked.
Message to Steve Alexander:
If you are not prepared to accept liability for your department's own failings then I think it is high time you cleared your desk and shipped out.

BLACKPOOL MAGISTRATES IN CAHOOTS WITH DVLA?
It hardly bears thinking about but are innocent people being taken to task thanks to incompetence courtesy of DVLA?
I am speaking about a Blackpool man who found himself in the magistrates court for not taxing his vehicle. However, it became clear he had made all attempts possible to tax the vehicle but unfortunately the document sent through by DVLA was invalid.
The man in question had purchased a cherished number plate off the DVLA weeks before and was sent a V11 certificate through with the old registration number on, (he didn't even receive a revised log book through). The post office refused to accept the document with the old registration number on and the gentleman was later fined £300 by Blackpool Magistrates Court, (even though he had paid his car tax immediately after receiving the correct V11 through!!).
This outcome beggars belief and highlights either gross incompetence on DVLA and Blackpool Magistrates part or something more sinister is at work.

IAN BROOM, NOEL SHANAHAN RUFFLED?
In response to one of our posts we have a response from an "anonymous" blogger. We feel it is either Noel Shanahan or Ian Broom (more likely). Well we are here to support free speech and openness so here it is:
"Ian Broom no longer manages the Call Centre, which by the way, under his management was recognised as one of the top contact centres in Europe.Noel Shanahan, whilst acknowledging there is still much to do, has made huge improvements at the DVLA since he took over the role of CEO about 18 months ago -and this despite difficult trading conditions which has caused significant budget restrictions.Managing 35 million driver records and 40 million vehicle records is a huge challenge. Any mistakes are regrettable, important to the individual concenred and need to be resolved quickly. But to 'name and shame' and call for sackings of two individuals is a slight overreaction don't you think?"
Our response:
Sorry Mr Bro...ahem anonymous. The British public is fed up with the incompetence and anxiety suffered at the hands of this inept organisation. A poll was undertaken on this blog which resulted in 90% of independent voters wanting Noel Shanahan sacked. So there you have it. It is a democratic country and the public have had their say.
We will now approach the department of transport with our findings and let them take appropriate action. If this means Mr Shanahan is removed from his duties then so be it. As for Mr Broom, he is a non-entity as far as we are concerned so the least said about him the better. (pictured right - "non-entity" Ian Broom)
